Second option

This option caters more to solo players, with improved CoC + permafrost chosen to allow for several AoE situations you may encounter.

Level 52-54: Frost channeling
Level 55-56: Arcane Sublety
Level 57-59: Arcane Focus
Level 60-64: Arcane Concentration
Level 65-66: Ice floes
Level 67: Permafrost
Level 68-70: Improved cone of cold

Third option

This option is the most pvp-oriented build out of the three. Arguably the best spec in Battlegrounds, 2v2 and 3v3 arena. 5v5 arena spec is another thing, but this can function well in 5v5 as well. More pvp oriented people might choose to drop points from elemental precision and put into frost warding instead, with the leftover point into permafrost.
